VCU - Vote Counting Unit

Votes are typically counted by counties, but this isn't always the case - in many states (usually in New England) votes are counted by township. In order to abstract away this distinction, we use VCUs (Vote Counting Units).

These will always be provided beneath an individual county in our API, and will include either redundant information (in the case of counties) or more granular information (in the case of townships).
